I am setting up home studio and I got everything but acoustic panels. Please anyone suggest cheap and good ones cause I spent most money on audio interface speakers ETC ETC

What list are you looking at? Windows itself is not a program.

IAC, Start, Run, Msconfig. Uncheck everything on the startup tab and restart the system. Leave things that way unless you really miss one of the applets.
